Outside Rent Pressure Zones, rent must not exceed the local market rate; inside an RPZ, increases are additionally capped. Tenants who believe their rent is unlawfully high can refer a dispute to the RTB.

The RTB assesses market rent by reference to comparable properties in the area. If a rent (or an increase) exceeds what is lawful, the RTB can direct the rent be reduced to the correct level and can award a refund of amounts overpaid.

This is distinct from an RPZ rent-review dispute (see the related page below) — it applies more broadly to whether the rent itself exceeds market rate.
